Question 10: on being a 'failed state'

What is a 'failed state'? Who has the right to declare another country 'failed'?

A nation state has a monopoly on violence. If it looses that monopoly then it is a 'failed state'.

A corrupt state is a failed state.

really? then arn't all our 'states' failed.. for they all have degrees of corruption through them? Does this mean we'd be wise to look for systems other than states... or do we need to live in the compromise? At the end o the day, I'm not sure being judged a failure is the best incentive for change.
